Is anyone in charge at the NHS?

We're having a ridiculous time in hospital. My partner has had lots of complications throughout pregnancy that's culminated in her giving birth (with a great deal of difficulty) to a 12lbs 7oz baby last Friday. Since then she's had all sorts of pain and internal complications and it just seems that throughout we've spoken to whoever happens to be nearest and no messages get passed on. She's been in here since yesterday lunchtime when a consultant said she needed a scan. 24 hours later she goes for scan to be told she can't have it because of stitches. She's getting so upset about being directed all over the place seemingly just so she's out of people hair and becomes someone else's responsibility. Is anybody actually in charge here coordinating anything or is it just a case of throw lots of healthcare people in a building and hope for the best?

If it's like the trust I work at, everyone means well, but lack of staffing/very high workloads ± low morale means things aren't being done as well as they should.

Doesn't help you at all, but it seems to be the state of play everywhere in the health service at the moment, hence the lack of cohesion.
