Whn it happens I always put it down to weekend lag... getting up 3hrs later than a work day & the body clock starts resetting. Hence fooked on a Sunday night!
I used to get this in the old days when weekends were spent partying. Out somewhere until 2am or later, that or watching a load of films until late. Slept in until 11 - midday. Then try going to bed at 11pm on a Sunday night and just can't drop off.Now days thanks to a 2 and 4 year old I'm up by 7am (or earlier) regardless of whether it's a weekend or a weekday. Struggle to stay awake past 11pm in the evenings

I have had it for most of my life. It started as a child when I first went to primary school. Monday started with double English lesson with the battle axe of a head mistress who frightened the life out of me. This made Sunday evenings a worrying time once the top 20 was over on the radio and there were no further distractions. It carried on right through my working life when I used to worry about what bad news was awaiting me when I arrived at my desk on Monday morning. I cracked it for a while when I decided that the only solution was to go to work, before dial-up connections were available, on a Sunday evening. My office was only 15 mins drive away so I'd go in from for an hour so clear all my late Friday and weekend email and prepare for the next week. The sense of relief was great knowing there would be no nasty surprises. If there were I knew I'd be on top of them before others could react. The deal I did with my OH was I'd buy kebabs on the way home so she was happy! Now I work for myself so, like another poster here, every day is the same amount of worry though Sunday night is not anything like as bad as it used to be.
