I can't recall ever being able to wear tight jeans as an adult, for one reason or another, but I'm a long way from Richard Keys in the lower half of my body.Age, circulation, probably other stuff is reality. Plus the good old lack of good hair where you want it and crap or vibrant hair where you don't!

Its probably lowering testosterone levels.
I understand levels start diminishing from 35-40 onwards so that's probably something to do with it.
I'm 44 but legs and arms still as hairy but I am bald so perhaps because testosterone has killed the hair follicles on my head my limbs are holding out!
