What's with my eyelid?

I've had swollen eyelids on and off for a couple of years. When I pull the eyelid down there's a lump of excess skin, occasionally these heal up and at some point I get another.

Any idea what it is or how to treat it? FWIW I don't think I can face a trip to the GP.
