Ear infection in toddler - Any advice

Looking for a bit of advice regarding a recurring ear infection in my 17 month old daughter.
It first appeared after a family holiday in June. She came back to start nursery full time. So we suspected it was just something she picked it up in nursery. Usual course of ABs, and she seemed better.
She is now suffering with her 5th (maybe 6th) ear infection since that time, and numerous courses of ABs. She only just finished a 10 day course of amoxicillin last Thursday, only to be back in out of hours on Saturday, with both ears on verge of perforating. She has had periouds since June where all seemed fine.
Doctor suspects it may have always been the same infection, and it may be penicillin resistant (maybe picked up on holiday?). She now has 5 days of clarithromycin.
We have been waiting for an ENT referral for the last month.
This is obviously taking a bit of a toll on us all, not least my daughter.
Has anyone experienced anything similar, and have any advice? I'm presuming ENT may recommend ear tubes, but I hear very mixed reviews. Even trying to keep ears dry is a battle where we're not sure we're even helping.
