Court of protection by social services

Although this straddles health, finance and legal I figure this might be the best forum, thanks for any insights or help anyone can offer...
Father has dementia, mother is and wishes to continue to care for him despite difficulties. She does not have PoA. The problem is while she is probably the best to provide care for him, her nature is quite abrasive, to dramatize and be fatalistic, and she has a self-sufficient bloody mindedness that I suspect will crash hard into that more prevalent in local government agencies.
Social services have written to him to advise they are starting process of court of protection. Net assets are the home and I understand my father has some savings which he's being difficult about access to. She has been told by them "there's nothing she can do about it and when she's dead they'll take it all anyway", they appear to want to assume control of his finances including the 50% of their home and cut her out of the loop. she has spoken to independent solicitor who advises she needs a big law firm who need ££££ with no guarantee, or in fact little chance of success.
I intend to enquire with SS what is going on - what power do I have and what's the best way to initiate and play this? They seem to be able to assume powers over my father's finances which his wife of 50 odd years cannot which seems insane.
