Pretty sure you are mixing two pieces of advice here.
Wash your hands properly with soap for 20 secs, if you can't get to a sink to wash your hands then use a sanitizer gel with at least 60% alcohol content. The Carex moisture plus hand gel (not soap) I have says its 70% on the label.

Clean taps and tap handles regularly, a steam cleaner or even boiling water can be used on metal taps. Use your elbow to turn them off if the handles allow you to (as the ones in hospitals are designed for).So the 20 second wash is still a risk unless you also scrub the tap for 20 seconds too?

A point to note, if you've any isopropyl alcohol knocking around, you can put that in a squirty bottle to sanitise hands / surfaces on the go. Likewise computer screen wipes.
I made my own using WHO approved solution.....I've done 75% IPA, 5% mix of hydrogen peroxide (already was a 3% solution from pharmacy), a little glycine and then the rest water. Spritzer bottle. Job jobbed.I work in a clinic and I'm treating patients all day (despite the announcements, I still have 93 appointments this week) and we have been struggling to get the normal gel, so this has been very handy!
Yes, I understand you have to be slightly careful making your own as it may well lack the emollients etc of commercial alcohol hand cleaner, so will dry your hands out even faster. If likely fine for surfaces.
However given that what you are doing it decomposing the greasy makeup of virus to make it non-viable faster, for and time or anything you can use it on, soap and water is better, a good 20 second wash of all hand surface.
Now is not the time to be giving things a half arsed spray or wipe with a half dry alcohol wipe, things need washing thoroughly. Anyone who has has done a bit of spannering and tried to get jet black oily hands clean with a wetwipe will understand!
