googling offers up cold tea bags or hemorrhoid cream, is there anything else to consider?

You can buy undereye creams - Kiehl's do a good one- but I'm sure more professional makeup artists would use haemorrhoid cream. Long-term solution is more sleep, lots of water and moisturising.
