York city are in league 2. Bedford has a larger population than Guilford according to Wiki and no top team. Any other offers?

London boroughs don't count, if they did then Croydon.

Interesting thread. I've just had a look at towns by population and worked my way down from the top.

The Aldershot urban area has a population of 243,344 and their team are currently in the conference and have recently been put into administration.

Reading is not very large due to the fact that half of it exists in Wokingham BC and West Berks. Plus the OP defined championship as top flight

Towns? What about a city like Gloucester. Although they have a team who use the odd shaped ball... wink
