I think it was a red, not a Man U fan but think it was Bruno or Mainoo that did a similar tackle where his foot rolled over the ball and caught the players shin and was red carded from last season or the one before.
This was similar, the studs were up and went in with force over the top of the ball, if his toes were pointed down and he went under or through the ball then would have been a fair challenge.
Anderson was lucky to get away with it.
As I learned with the Ben White and PSG pen in the CL, they have different laws compared to the PL.
