This is not as unusual as you might think. The last Long March 5 did exactly the same. It can't hit the UK (or Paris for that matter) as the orbital inclination does not take it far enough north.

They usually dump the first stages over rural China, but ironically, this rocket was launched out over the sea from their Wenchang facility on the island of Hainan.
