Simple answer is yes. Civilian capability seems to be around 5M ground resolution, and there are plenty of examples of it being good enough to ID car models, or spot the bloke in the Hi-viz vest. More complicated answer is yes, with restrictions, i.e. only between 1157 and 1159, otherwise you have to pay for more satellites 
I suspect keeping a geo-stationery satellite fixed on your house to avoid putting up the CCTV camera might be somewhat expensive...
