Made by Dunlop so obviously something to do with tyres/wheels?

There is a six foot long metal bar goes between them, through those holes in the bases and the front (adjustable) pointer has 1/16" increments marked along it, not very clear because of the rust.

Anyone actually know or got an educated guess scratchchin

Wild guess, an old tracking gauge?

Missing the bar that connects them together across the car. The sliding bar will be doing the measuring and the bent bar probably swings out of the way to move between the front and rear of the wheel without adjusting the sliding one with the measurement on it.

Or, that could be complete bks...

hehe

For tracking up your horse drawn cart I think wink
The curved part looks like it goes against the front of the wheel/tyre, I wonder if they were for holding string lines?

Yes it's a tracking tester.
No measuring by the apparatus itself as tracking is/was normally stated as toe-in/toe-out measurements.
For example, to measure toe-in you adjust the horizontal prongs to touch the wheel rims at the back outside at hub level, clamp everything up and move it to point the prongs at the wheel rims at the front. Then you advance the adjustable prong and note how many sixteenths it takes until it touches the rim.
