2005 mitsubishi colt 1.1 cz3 p1021 fault code

Strange one this,friend of mine has a 2005 mitsubishi colt 1.1 cz3 3 cylinder engine.
Eml light is on dash and fault code is p1021 ,showing as oil control valve open,but were pretty sure there isn't one on it!
On vvt engines the oil control valve is on the right,front of the cylinder head, standing in front of the car,but on this engine there's just a cam sensor there??
Car starts fine and idles.When i clear code it goes off but instantly reappears on restart,anyone any ideas?He needs to get it through mot soon! :-)Thanks.

Possibly should be bridged out at a loom plug and the plug that bridges it out is missing?
