Does anyone know roughly how much this costs or could recommend somewhere that could do it?

One of my belts is very frayed from where the lap belt relaxation clip thing slides along it; & is a bit beyond the tidying up with the lighter trick.
I was just going to find an entire new belt/reel from a breakers but had a thought that replacing the belt material is possibly a service someone would offer?

A seat belt from breakers? Would you wear someone else's underpants?

Is this some special car? Clearly not if you even consider a breaker source. Can you not buy OE kit from a dealer? Not cheap, but a frayed seat belt is dangerous. Generic inertia reel belts are £40-70.

Don't be ridiculous. You get second hand seat belts every time you buy a second hand car.

Here you go, we used to use this service on changing truck seatbelts to red on new trucks as some customers insisted on it. We could send the new belts down one day and get them back 2 days later, fit and deliver the new truck
