There's a problem with the bulb that isn't flashing, or the wiring to it.

OK, let's get back to basics.

You say it's "not the bulb", yet you don't say what you have done to determine it is not the bulb, how do you know?

Why did you change the hazard relay for a problem with the indicators?

Have you thought about fitting a new clutch, in case it is that?

The problem is either the bulb, the bulb fitting or the wiring immediately at the light.

My best guess for the most common thing if the bulb has been changed is that the spring behind the bulb that makes the connection has sprung off the bulb a bit, so is not making a good connection.

The relay clicks quickly because there is little or no current draw through it. If the bulb is okay the diagnosis is that you have an earth problem. Either solely with the indicator or with the complete light unit common earth.

Get someone to press the foot brake while you look at the front and rear of the car. If you get either front or rear anomalies like it showing all he lights then it is a common earth problem. If nothing then the indicator has its own earth which you have to find.

According to your profile, the car is 14 years old so I'd guess you have a slight problem with the bulb holder and the contacts within it. Its unlikely to be anything more complicated.
I used to have frequent-ish issues like this with my 2004 A4.
