use a meter or test light to see if theres power into and out of the fuse? check the earth and power at the bulb connector

I wouldn't expect RAC to deal with it. This is a maintenance issue, not a breakdown. It sounds like a straight forward electrical problem which any local garage should be able to deal with. You could probably deal with it yourself if you have a basic understanding of electricity and a multimeter.
