Car starts but wont drive

Hi I have a fiat punto.Today after it sitting for 2 weeks I went to start the car, it sounded weaker than it normally does starting so I tried starting it a few times more then smoke started coming from under the bonnet. I left it for a while in case it was just caused by it sitting for while (not even sure it would) I went to start it again and it started as normal but then I went to put it in gear but it wouldnt move,I checked the handbrake was off which it was. I tried again and it still wouldnt move so I put a slight bit more gas and felt like it was trying to pull/jerk from the back so I switched off the engine and left it. Later on I noticed something that looked like a belt im assuming right underneath the car at the front but fully on the ground and it looked like it was cut/snapped. Does anyone know what the problem could be? Thanks for any help, its greatly appreciated.

The handbrake will have seized on if you have left it engaged for 2 weeks.

Give it more revs and they should come loose. If not then you will need to remove the rear wheels and free off the seized brakes.
