You can't just ignore the pump pulley without changing the belt routing. If you have air con you may be able to replace the top idler with a ribbed one and buying a shorter belt. Without air con the belt looks like it would go through the crank pulley. In that case you'd be better off fabricating an idler to replace the power steering pump. Finding the belt to fit is the easy bit as the part number gives you the type and length.

Could you not run the belt routing around the other side of the idler at the top of the normal run?It could be worth a try, just get some string & measure it then give it a go.
Having said that don't ever under-estimate the heaviness of the steering when it was designed to be powered and is geared to suit.

That was what I described as the first option. As I said, it needs to have an air con pump in place for this to work though. I'd be surprised if he has air con but not power steering but it's possible, hence describing that option.It could be worth a try, just get some string & measure it then give it a go.
You could probably get away with running the ribbed side of the belt on the flat pulley for a short while. It's the angled faces of the belt that provide the drive anyway so wearing the tips off a bit won't stop it working.

The easiest ways would be to feed the pump output straight back in the return line or gutting the PAS pump and removing the rotor vanes. It will need to be kept filled with oil to lubricate the bearings but there won't be much drag. Can't see the point of either and the steering will be awful at low speed.
