Drive Or Not?

Hi all, one of our Driver's tacho card has lapsed. He applied for the new one a couple of weeks ago.

Can he still drive while waiting for the new one? We've been given conflicting advice.

I know that if you lose your card, you can drive, but have to do daily records. Is this the same?
