I'm trying to work out whether, with all its stealth taxes and revenue-generating 'safety' (sic) cameras, this goverment is a kakistocracy or a kleptocracy?

kakistocracy kfkisto(hook).krasi. f. Gr. kakisto-j worst + -kratia rule, after aristocracy. The government of a state by the worst citizens.

kleptocracy klepto(hook).krasi. f. as kleptomania + -cracy. A ruling body or order of thieves. Also, government by thieves; a nation ruled by this kind of government.

Hmmm, its a tough one.
