Twat on the M11

Coming in to work today, severe fog, so I was generally taking it very easy. Some folks were still piling up the outside at what seemed to be 90+, into 50 metres visibility, but no surprise there.
As I got to the bottom of the M11, we drop down to a temporary 20mph limit. I probably wasn't going as slow as 20, and there appeared on my rear bumper a twat in an Impreza. Flashing his lights, desperate to get by, then flooring it past me as soon as the overtaking lane became clear. He then proceeded to accelerate until 200 yards away, where he had to slam on the anchors for the queue for the A12. I pootled past him again, having picked the better lane for the roundabout.
Why do people behave like this?
