Tali / Tax Van Spotted again

Right this is the second time I've seen this Van - Parked on a meter was there all day last time has no markings at all - only giveaway is the huge camera stack on top.
It's currently parked in Moor Lane just of Chiswell street in the City Reg: LW 02 HPN whit Merc. I assume it's to catch ppl driving in the Zone that have not paid.

Now anyone know a friendly parking warden ? as there are now markings on it surely it should be clamped and subsequently towed away!!!!????
