When is a convoy illegal?

I have been told a couple of time, and it is in this issue of sprint, that a convoy of cars, such as TVRs on a day of driving and fun is illegal.

So my questions to those in the know is:

-is this true?
-what constitutes a convoy?
-is their a max car limit?

So why would (could) we be arrested?
