How is having a lane that cars with only 2 or more people in going to ease congestion?
The same amount of cars are going to be used.
Only now we will have one lane that will hardly get used and everybody else will have to squash into the remaining lanes.
Trying to force people not to use cars with only one occupant? With our public transport?

Which will create conjestion. Which in a study in a 12mths or so will be used to justify bringing in congestion charging. Which is the actual point of the excercise. funny thing for me is: it a max £30 fine.
So let me get this straight, when/if the £25 congestion charge comes into operation, and you're faced with the choice = sit in traffic for 2 hours, or pay £30 to use the "no traffic" lane for £5 more than driving in London, it doesn't actually seem like a bad deal?
