Which 1.4 hatchback (in your opinion) do you get the most out of staying under the tax barrier?

IF we're talking forced induction then yes the 5 turbo...#

But if we are talking N/A it must be the Metro GTi MPI 104bhp with probably 800kgs of body weight max

Yep, something with forced induction would seem the obvious choice based on capacity alone, although I wouldn't discount a lightweight like the Series 1 106 Rallye

What about a 1.3 Hyabusa engine in a mini. With a turbo on it:

Yeah sorry about that, was trying to google a mini with a Hyabusa turbo lump in it and that came up for some reason. Will keep looking.
