Paint and light scratches on bumper - removal?

My sisters share a 2005 Fiesta, in a light blue colour, identical to the picture below:

t has reversed into it, leaving paint transfer and some light scratches on the bumper, and then obviously driven off without leaving a note. I have managed to remove most of the paint with just a wet cloth and some gentle scrubbing but I can't shift it all, nor can I address the light scratches. I've tried to take a picture of it but it isn't very noticable due to the light.
I tried some wax and polish that we had in the garage but since the bumper is the area affected, it is plastic and therefore difficult to polish in any kind of way. I have a sham leather cloth and it just glides over the area.
I don't really wish to shed out ££ on polishing machines and expensives waxs/polishes but obviously I am open to suggestions.

Menzerna Intensive Polish on the cutting side of a German applicator pad should do the trick for light scratches. Or if you know anyone with some Autoglym Super Resin Polish give that a try first. Stay well clear of t-cut. Then a nice layer of wax over the top. If you get stuck give me a shout. I'm in Essex. If you're not too far away you can run it down and I'll take a look at machine polishing it for you. hth.

I've got some light scratches on my black A3, courtesy of someone's key (which I never got round to fixing). Would these same products work on that? I'm pretty sure they are light because I can't feel them with my nail nor can I see the primer
