Contact the DVLA with a valid reason for wanting it and they'll sell you the details for a small amount (used to be £2.50 but I suppose it's more now)

Think it's about £25 now, there was a law passed in 2006 which means DVLA aren't supposed to supply details like this without a valid reason but in my experience/knowledge (illegal parking companies, mostly), as long as you can provide the cash, they can provide the info. Grr...
