Neighbours car leaves oil slicks in the street

Our immediate neighbour (semi) has a regular visitor, whose car leaks oil like the Torre Canyon. There are literally dozens of 6" diameter slicks on the pavement and road outside their house.

It is not on my property, but just looks a bleddy eye sore.

I don't know the people, and it is a rental house, so should I actually do anything about it, or can I?

Maybe a letter to the local highways to report it?

I can't imagine they would tell their friend to go and fix their oil leak just because I don't like the mess it leaves.

Next time there they leave a note, saying something along the lines of
"I don't know if you notice but your car is leaking a lot of oil, just wanted to let you know in case its something serious"

Don't worry about it, presumably the offending vehicle will blow up before long, or the owner will run out of cash to keep filling it up with oil.
