How do these cars get like that? Is it just an ice storm or are they intentionally iced up?

Ice storm surely, first one is by the sea too.

Can't help but think, some electric components will be fked.

Nope, it's Lac Leman (lake Geneva).

The storm happened in 2005, when 100kmph winds and -12oC temperatures, combined to cause flying spray to freeze on contact nerd
