'presidential' style convoy on A406

Any ideas who would be in the uk requiring a huge "Barack Obama" style convoy made up of maybe 20 black cars with blue lights and 4x4's which was spotted anti-clockwise on A406 north circular @ 8:30 this morning just after M11 junction (guessing on way from stanstead)

I walked through Green Park this morning, between meetings, and the level of security was the highest I've ever seen in London. Directional microphones, CCTV, plain & uniformed police, dogs, the lot...
