3rd Fail for my daughter

Quite possibly it's her at the moment.Some people just aren't ready to drive and, if they're left for a year or two, come back to it absolutely determined to pass.
Is she learning to drive to please you? Or perhaps peer pressure? Is there actually any need for her to drive?
When she really, really, REALLY wants to pass for herself - she'll manage it.

Not what you want to hear but I think if you can't pass a driving test after a sensible number of lessons & say 3 attempts then that should be it for at least 5 years.The last thing we need is more barely qualified/nervous/barely competent drivers on the road thanks. Driving license should be a privelage, not a right.
However, that's not the way things are so even if its just nerves, suggest give the tests a break for a while & just practise, practise, practise.
Besides, if she's that "borderline" do you really want her out playing in the traffic on her own anyway?
Quite often I think its a matter of nerves and if that's the case she will eventually pass it when she's ready. If she's nervous during a test she'll be nervous in other driving situations and so is not ready.
However, if it's her driving (have you been with her when she's driving), then it may be worthwhile looking into another instructor. But, I know someone who passed on their 8th go and she (female strangely enough) is awful and I dread going anywhere with her and I think it's just because she has poor spacial awareness. Does your daughter have good hand-eye coordination? Can she catch a ball?

I am of the same mindset and believe you should be confident enough to, for example:- Park correctly and confidently regardless of vehicle
- Give way correctly without the need for either hesitation or 'chancing it'
- Travel on Motorways without hesitation including confident and appropriate lane changing, joining at a decent speed etc.
- Be 'good enough' to select appropriate speeds for the condiditons/vehicle

This is the kind of thing that worries me. Lets say that 90% of the time someone is awful at driving, but 10% of the time can sting together 45mins (or so) without a major cockup. They will eventually pass a driving test when they 'fluke it'.They are still then terrible drivers 90% of the time.
On the other hand, someone who is a good driver 90% of the time has a 9/10 chance of passing first time.
I do think that having re-tests with little time in between is a recipe for disaster as it increases the chances of fluking through.
While we're ranting, I hate older people who say "I'm glad I don't have to retake my test!! ROFL LMAO...!". Seriously, it's not 'funny' it means you can't drive properly. GTFO.
