Nothing to do with flammability, but mainly due to the unique characteristics of LPG in that it's twice as heavy as air and consequently extremely searching as a vapour/liquid. If a leak occurred, it's extremely difficult to evacuate so it's the 'buggeration factor' as much as anything else; if look at the COPs for bulk tank siting, the separation distances are at least 3m from drains or manhole covers to avoid this potential problem. If you take into account the design of the vessels themselves, they are far more robust than the equivalent diesel/petrol tank, so less of a H&S issue.
