Is it's perquisite determined by the age of the car or the age of the engine?

It's the vehicle which has to meet the emissions for a given year, not the engine.

Is the requirement of a catalytic converter (for emissions), based on the age of the engine or car.

So say if I put an old rover v8 in a 2010 car would it have to comply with regulations for pre-cat production cars or would it still be based upon the 2010 ruleset?

Incorrect, dear boy, It's in the MOT tester handbook, and it says that the test should be carried out to the specs of the engine, and when the engine was manufactured, so you can put a 7.3 V8 from a caddy into a Prius, and still pass the MOT

Second column of info, right at the top, although you'd need to prove the age of the older engine. It's be pretty obvious to some, but could be a bit tricky

Imports also affect things; e.g. UK MR2 has to have a cat from 1992 onwards, but the import MR2 didnt need one until 96 I think.

The MR2 tubby only qualified for a basic emissions test because the SW20 3SGTE combo wasn't listed on the database until late 1994. I think I'm correct in saying that was quite a rare occurance.

It also wasn't exempt from having a catalytic converter it just had no reference on file so it only qualified for the most basic emission test if you catch my drift.

I had to go to three MOT stations with a copy of the handbook and a phone VOSA before I could get away with it on my old one though.

Pre-1992 is the way forward. biggrin

You're absolutely correct- forgot it was the engine/chassis combination rather than its import status that created the loophole.

From 1992 IIRC
