DVLA - Bunch of T*ssers

Well...from the beginning, my girlfriend made an online application for her driving licence which was refused...but no reason given...so she tried again...same thing, each time waiting a month to hear back from them. She then made a paper application and got her licence to her after TWO months... so all in all it took her nearly 5 months to get a provisional driving licence.
Now whilst she was waiting for the licence to come back the last time, due to circumstances, she has come to live with me and so changed the address on her new licence.
Today, after another 3 weeks, we receive a letter from the DVLA. It included:
On top of this they are now asking for her passport just to change her address, and lastly...I am worried that we will send this off then get it back again to be told that we need to include the £20 because we did not enclose her licence...
What utter dips

She has been waiting now to start her lessons for 6 months now and has to keep ringing her instructor to move her lessons backwards (we pre-paid as a massive block a few weeks ago, in anticipation of her licence arriving...)

We phoned them up, the guy said we SHOULDN'T have to pay the fee but was not exactly sure, he had to go away and speak to someone a few times to confirm it...so I am expecting the person that is going to process the D1 form not bothering to get a supervisor and just sending it back...and he also said it could take up to another 15 days...so bassicly another month or so then mate.

- a plastic royal mail bag which explained that the item had been damaged in the post (ok not DVLA's fault)
- 2 small strips which have been ripped off the paper part of her driving licence...but the two strips do not make the full A4 paper part
- A D1 form
- A letter telling her "Your licence has been returned to you because : Please fill in the D1 form" then some stuff about sending her original passport back to them and that she must enclose this letter.

has anyone else phoned the dvla recenty?
have you heard how utterly ridiculous the recorded voices are on the dvla automated system?
they previously just sounded a bit daft and very welsh, now they sound like they are talking to the mentally retarded, all part of labours nanny state nonsense...
