To transfer a plate the car it is coming off has to have a valid MOT as far as I know.
Thats true actually thinking about it as the classic Alpina I bought recently had to be MOTd so the guy could get his plate off the car despite the fact the car had been in storage for 9 years!!You can not take a plate from a military or agricultural vehicle.
You can not move a 'plate from an English retention certificate to an Irish car without first putting it onto an English vehicle.
You can not make a car appear newer than it actually is.
Some 'plates are non-transferable which will show on the V5 log book if so (usually..)

This happens when someone takes an interesting plate off an old car - typically an ageless plate like "ABC 123". When it's removed DVLA issue a new ageless plate like "KTM 593" and state it can't be transferred. Stops people buying an old car and sequentially selling number plates with the DVLA losing out each time. They'd rather sell the plates in their own auctions.MrMoonyMan said:

You can't transfer a plate from an English car to an Irish one full stop!Oh, and you can transfer a plate of a car that isn't MOT'd.... but it did have to have a valid MOT cert in the previous 6 months.
