I have been expecting that the clutch lining on my citroen c1 will need replacing shortly as the bite point on the pedal is now near the top of the travel. My expectation is that eventually the clutch will start slipping under torque, at which point repacement is obviously necessary.

What has now happenned is that the car has become very difficult to put into gear. It is impossible to engage reverse with the engine running. Is this this a possible symptom of clutch failure, or is it likely to be something else ?

yes

Also, try putting in 4th before engaging another gear - has worked on a lot of my old bangers.

Is it a self-adjusting or hydraulic clutch? Have you tried adjusting the pedal/cable/checked the fluid level?

if they're cable operated then they might be adjustable - ever so common for 106's and saxo's to have the same problem - just requires adjusting

cable operated. Not much adjustment available, but doesn't seem to make a significant difference. Depressing the clutch provides what looks like adequate travel at the gearbox. (45-60 degrees on operating lever)
increasing travel by levering the operating lever further makes no difference.
No previous squealing from clutch release bearing.

Any slipping? nail it in third - be quite agressive bringing the clutch in to see if it slips
