How do you find out what car is using a certain numberplate?

Is there a website where I can enter a numberplate and it will tell me what car it belongs to? I cant find a way to do this other than filling in a form on a price comparison website.

Try Askmid.com, click on the option that say's free check but it only works if the car is insured,if it is it will say what make and model it is.
You can also try the london congestion charge website but i cant remember what the link is sorry .
