Quick question about a private number.

Can anyone tell me why this private plate can only be transferred to a car and not onto a certificate?

The plate is more than likely already on retention, as such the only way you would actually gain title to the plate would be to register the plate to a car in your name. Changing the nominee would only give you the right to add the vehicle to a car registered to you any correspondance etc would still be sent to the original owner .
