Rear seat belt issue!

Anyone help, my rear seat belt has locked, like if you pull it hard and doesnt move. i have no play with it, is there a way to release it, take it its the mechanism.

oh and its the middle one ,its not bolted down to the car either, and wont wind in any further, but wont pull out
