Not necessarily - it's a fairly regular occurrence on Russian roads, BMWs are quite often driven by the 'more equal' part of population, lots of them with blue flashlights.

Looks like he must have been going crazy speeds....200 km/h or so. I reckon it must have hit the fist car and then cartwheeled end over end to do that much damage over such a distance to the other cars involved. Presuming that there must have been several fatalities?

According to witnesses he was doing over 120 km/h, they also say there is a huge pothole which could have contributed to the accident. Sources vary on casualties but at least 2 people (5 according to others) have died.
