Car Dealership Business Manager - can anyone explain?

Wherever I've worked, the business manager has been the person who does the company budgeting, financial planning, setting targets for growth, recruitment etc. looking at how to cut costs, looking for new areas to move into or new opportunities for the business to make money, being accountable for setting the business direction, coming up with a strategy and how to get there and so on.
I've never worked in a car dealership so can't say for certain but I would suggest it would not be a customer facing role, it's an internal role for.....managing the business itself.

Just that many of those who are just finance providers have once been salespeople.
Put simply, the best outcome for a Dealership is to sell you the vehicle and the finance.
Even showing you, should you be a cash buyer, how you might benefit from using their finance and "investing" your cash elsewhere.
Always remember, they're selling.
So, know what you can afford (without being stupid), and challenge them to do a deal based on that, having previously researched what terms others might give you for any amount you wish to borrow.

So many only add up monthly outgoings.
Years?, they don't think in those.
They are tasked with increasing income for the garage specifically through selling finance packages. For the finance deals on the table they would look to maximise rate; and for deals that are not finance they would look to try and sell it. They would also look to find better arrangements with other finance houses. Finance comes with its own set of incentives and targets, so they just take that responsibility away from the sales manager for dealerships over a certain amount of throughput.
