The Tunnel Bus is a gigantic bus-shaped tunnel that’s capable of ferrying around up to 1,200 passengers while two lanes of ordinary road traffic pass beneath it.

I think in the video it's suggesting that a 'no through' light comes on warning drivers not to enter.
