HPI- How Reliable are Mileage Reports?

Just been to see a used MX5, the car is in a VERY good state and spot on for a car thats done 33k on a 2003, seems original, has reciepts for service which verify a 33k mileage, the seller is very genuine and just the type of person you'd like to buy a car from, we also know that the car came from one of his neighbours.

But the HPI report came through and it says : AUG 04 11,000, JULY 04 14,000

So 3 questions:

1/ How reliable are they?
2/ Best way to verify it?
3/ Can HPI records be amended if a mistake has been made by a monkey with a pen?
