going with the flow

i cant quite work out the gov/councils stand point on congestion ? i they for it or against it

every year that passes they seem to drop local speed limits build more lights obbstical and traffic calming mesures on all roads in and out of town.
a once 5 minute trip from one side of town to the other takes 15 minutes it looks like theres twice the cars but really there just all heald up ?
