Yeah I get that but the wings are held on with bolts and I can see no bolt holes. So I guess it's illegal then.

You could mount the wings on stalks on the suspension arms. It would look crap, but there are ways around it.

Why does it need wings - are you referring to the non-enclosed wheels? Caterfields and numerous classics have open wheels... or do they need mudguards?
