Weird M6 masts

Mooching North today I saw these strange masts on the side of the motorway. I couldn't get a picture however a 1000 words will substitute 
One long central pole 4m high
On one side of the pole, there is a square panel. Looks 30cm by 30cm roughly, angled up slightly.
Can't be 3G mobile masts, other phone masts were easily in range. I thought it was some sort of microwave transmitter, but aren't they line of sight?
Police radio masts? Terrain is pretty bumpy / windy around Shap.
To help, I've even drawn you a picture.

They were for CCTV camera's, the ones we use to see what's happening in relation to motorway incidents not speed cameras. They were supposed to be *wireless* but it didn't work due to the fact that they are supposed to be line of sight with each other, but no-one told them the M6 goes round bends and up & down! and whilst they were pondering how to make them work, half the stuff not nicked. I think that presently there's *discussions* going on with the installation/supply companies.
There are cameras installed on bridges over the M6 Northbound just past Junction 41 and Southbound just after the A75 junction, covering all lanes and the hard shoulder. From memory these were installed by MI5/6 (I'm not joking), using facial recognition software looking for Irish terrorists coming over via the Stranraer ferry. As far as I'm aware there are other similar sites throughout the road network.

Yeah your right. They are on the roadbridge at Gretna. I think there is also another set at Penrith.
