M6 delays today

I was stuck in the M6 traffic today. Unfortunately a lorry had killed two people they were on foot and an empty car was on the hard shoulder . My normal journey time is 1.5 hours it took 9 hours to get home.
The question I have is why does it take 10 hours to clear the motorway between junctions 16-18. I understand they would have to investigate the scene to establish facts but 10 hours ?
Accidents happen, but millions of people have been affected today by these delays.

Two people were run over by a lorry that should not have been on the hard shoulder.
If there are no witnesses (unsure whether there were), they need to confirm what happened. That takes as long as it takes. Appreciatively 10 hours is a long time but two innocent people lost their lives today - seemingly caused by a sleeping lorry driver!
