VED on new cars?

I got a new daily driver the other day - and the tax disc shows 'Nil' as the rate of tax, but the car should be the £35 bracket.

Is this normal? Or have they got confused with a similar variant of the same car that has free tax due to <99 emissions?

What car is it ? I had a 116d as a loaner recentlyand noticed that was a nil tax disc, I'd be surprised if that was under 99

Ah the new first year rules mean that under 130g are free for the first year only.
