best pay as you go dongle and what GB will i need?

hello. been out of the uk for 5 years now and totally out of touch with the whole i-phone, internet dongle, bluetooth and many other things that seem to have come in whilst i have been away. silly i know!
anyway i am quite keen checking out various tabloids and other bits and bobs (PH) on the net every day but i am away on a course for a short while soon and will be on various courses throughout the year.
the courses are held anywhere from the uk and ireland and i was hoping for a pay as go dongle or like because i may go abroad for long periods too. also how much GB will i need. i will not be downloading films but may watch youtube occasionally.
would i be better off with a phone with internet? i have a brand new laptop and a gash old phone but not sure i want to buy a new phone (saw the price of the iphone and nearly shat a kidney).
